当時の大城宏喜氏（当会初代会長、現終身名誉会長）は、中国料理業界最大勢力を誇る親睦団体のトップの座にあって、財政破綻した団体の再建には難色を示し、技能検定試験制度に対しても慎重な姿勢をとり続けた。一方では、自分達の仲間を集め、制度についての検討を行い、さらに、北京、上海、四川、広東などの各流派や地方の幹部と意見交換を行い、労働省とは新規団体の設立可能性について折衝を行った。しかし、労働省からは新規の団体設立は認めないかわり、名称、目的、事業について定款の大幅変更を認める内諾を得ることができた。 昭和57年7月3日付で、労働大臣から社団法人日本中国料理調理士会（略称：日中調）と名称を変更する認可書が届き、翌8月10日に東京・新宿「東京海洋会館」において、発足総会、懇親会を開催し、当会の運営が事実上始まった。しかし、運営は始めたものの、財政破綻で崩壊した前団体の影響を大きく受け、会員も賛助会員もなかなか順調には集らなかった。 本会は、中国料理に係る調理、接客等（以下「中国料理の調理等」という。）に関する調査研究及び普及啓蒙、中国料理の調理等に従事する者の生活の指導及び援助並びに技能向上のた
