総定数242人の参議院議員のうち、半数の121人を選ぶための国政選挙です。 参議院には解散がないため、常に６年の任期満了によって行われますが、衆院選と同時に行われて国会議員が不在になる状態を避けるため、３年ごとに定数の半数ずつ選出することになっています。今回の参院選で平成25年7月28日で任期が満了する議員を改選し、3年後の平成28年に残りの半数の議員の選挙を行います。 全国を一つの選挙区として、政党または候補者名で投票します。 有権者は政党名か候補者名を記載して投票し、各政党の総得票数に基づいて各政党の当選人数が決まり、得票数の多い候補者から順次当選人が決まります。 ４７都道府県をそれぞれ選挙区として、１選挙区から１～５人の議員を選ぶ選挙のことです。 有権者は候補者名を記載して投票し、得票数の最も多い候補者が当選人となります。
