Auf dem Weg zu den fortbestehenden Klimazielen (Klimaneutralität 2045) entfällt nun die sogenannte „65-Prozent-Regel: Demnach hätten neue Heizungen spätestens ab Mitte 2028 zu mindestens 65 Prozent mit erneuerbaren Energien betrieben werden müssen. Diese Pflicht wird es nicht mehr geben. Ebenso entfällt die Verbindung zur kommunalen Wärmeplanung.
