تمَّ إنشاء المركز في العام 1977 تحت اسم مركز بحوث ودراسات الجهاد الليبي وفقا لقرار من اللجنة الشعبية العامة (مجلس الوزراء) في 17 أغسطس 1977 ومقره مدينة طرابلس. عدّل اسمه إلى مركز جهاد الليبيين للدراسات التاريخية العام 1980. بتاريخ 13 مايو سنة 2009م صدر عن اللجنة الشعبية العامة (مجلس الوزراء) القرار 207 القاضي بتولي المركز الليبي للمحفوظات والدراسات التاريخية جمع وحفظ وفهرسة وحماية الوثائق والمخطوطات ذات الأهمية التاريخية التي تشكل الأرشيف العمومي للدولة.
