本財団の創設者 熊谷太三郎は、永い議員活動、特に科学技術庁長官時代の種々な体験に基づき、科学技術の振興を図ることが、我が国の国力の維持と国際社会への貢献を果たす近路であると痛感いたしておりました。この構想を実現するために「財団法人熊谷科学技術振興財団」を設立して、そこで研究助成事業を行うのがひとつの有力な方途と考え、平成3年8月に財団が設立されました。 近年の科学技術の発展は目を見張るものがあり、それが、個人や企業等に留まらず、国家、社会レベルにおいても計り知れない便益をもたらしていることは云うまでもありません。他方今後は地球規模をもって迫ってくる環境問題等の種々の困難な問題との対決・克服に際しても不可欠の手段を提供するものとして益々期待されております。 そこで、科学技術の基本的研究分野において、限られた予算のもとで創造的かつ積極的に取り組んでいる有為な研究活動を中心に、幾つかの重要な要となる研究課題を選考して、いささかなりともその前進に貢献すべく、産官学を問わず研究助成に努めたいと存じます。
