民國81年5月15日健康幼稚園校外教學時發生遊覽車火燒車事件，行駛中的遊覽車突然起火，但卻沒有任何的保護措施或是逃生設備，造成為紀念23條生命的犧牲，其中靖娟老師在濃煙中將學生一個個救下來 為了喚起社會各界對兒童安全的重視，受難者家屬以及社會熱心人士共同發起，於隔年兒童節前夕成立『靖娟兒童安全文教基金會』
