邀集相關主管機關、兒少團體、社會團體、專家學者以及網路服務業者，共同組成 「多方利害關係人諮詢會議」協助擬定申訴案件處理等級、分案標準並視執行成效進行檢討；並針對爭議內容進行審查，提具判斷意見供權責機關審查參考。相關標準擬定，將公告於iWIN官網，供民眾參考，並定期檢討調整，以期達到維護兒少上網安全兼顧網路發展空間的目標。 研擬業者通用自律範本作為業者落實自律之依據，輔導業者將自律規範範本內容轉化為服務規章，除依其服務內容提供防護機制外，並要求使用者須遵守內容提供規範。並定期查察已建立自律機制之網路平台業者落實情況，提供調整建議，以落實業者自律精神。依據兒少經常性接觸網站逐步擴大查察範圍，並對未訂定自律規範提供防護者，輔導訂定。 為能打造安全健康的網路環境，將以生動活潑的教材，透過巡迴校園宣導方式，有效教導學生瞭解網路的本質、培養正確的網路使用態度、辨認網路的訊息種類及養成良好的網路使用習慣，同時提供教師網路安全防護教育訓練，以利教師日後督促、調整兒少使用網路之行為。 為防止兒童及少年接觸有害其身心發展之網際網路內容，由國家通訊傳播委員會邀請各目的事業主管機關如衛生福利部、教育部、文化
