函館市医師会としましては、北海道医師会、日本医師会との密接な連携により、医療に関わる諸問題を解決し、地域医療の確保を図ると共に、地域住民へのより良い医療の提供と保健・医療・福祉の展開に向け、鋭意努力していく所存でございますので、今後共、より一層のご理解とご支援をお願い申し上げます。 近年、少子高齢化の進展に伴い様々な問題が提起され、介護保険制度や医療保険制度の抜本改革等が強く求められております。また、プライマリ・ケアの推進、急性期医療、慢性期医療に対する対応等、数多くの問題が山積している中、予防医学が果たすべき役割は益々重みを増してきております。 函館市は、北海道の南部に位置する北海道第3の人口（約24万人）を有する都市で、比較的温暖な気候で人情味に厚く、本州と結ぶ交通の要衝として、また、異国情緒に包まれた観光都市としても有名です。特に函館山から眺める夜景はとても美しく、毎年多くの観光客で賑わっております。 日本医師会は会内に日本医学会を置き、医学に関する科学及び技術の研究促進を図り、医学及び医療の水準向上に寄与しています。日本医師会は会員166,000余名を擁し、郡市医師会（891）
